Incorporated in 1898, Nelson Hydro is unique from most municipally-
owned utilities in that it is fully vertically integrated – that is, the utility
operates generation, transmission, substation and distribution facilities.
By contrast, the other four municipal utilities in the interior of British
Columbia, Canada, are limited to operation of distribution facilities only.
Nelson Hydro’s operations manager, Mike Amos, draws on this
uniqueness to face changing industry demands and continuous
challenges exclusive to Canada.

Itron Inc.
Chicago-based Exelon, one of the largest electric utilities in the United
States, uses automated meter reading (AMR) technology to monitor
electric power usage of its 1.7 million customers in Philadelphia.
Looking for additional ways to derive value from the AMR data, the
company deployed a pilot project using a meter data analysis program
from Microsoft® Utility Partner Itron, and hosted on Microsoft SQL
Server® 2005 database software as the relational data store. Working
from a subset of a 7-terabyte database to model its distribution network,
including loads on unit substations, step-down transformers, local
transformers, and power cables, the company found it could use the
AMR information to predict equipment failures that could cause power
outages. The ability to model loads on its distribution network is
expected to help the company reduce outages and gain lower
operational costs.

Over the last six years, of its 400,000 mass market meters, Tucson
Electric Power (TEP) has deployed over 80,000 new and replacement
ERT-enabled CENTRON® meters. However, during deployment, a new
business requirement emerged. TEP and other investor-owned utilities
in the state with existing time-based rate structures began working with
their regulatory body to expand upon the programs. The ultimate goal
was to shift energy demand to off-peak hours, thus deferring the cost of
new generation. For this strategy to succeed, TEP would need to expand
the number of customers who use time-based rates, which incorporate
higher fees for peak energy consumption and lower fees for power used
during off-peak periods. Ideally, such programs provide customers with
tools to manage their energy consumption and costs. TEP’s innovative
spirit led them to work with Itron to implement a “smart network” that
meets TEP’s core requirements for advanced metering at a substantially
lower cost than a new AMI system.

In early 2004, when the utility discovered their bi-monthly, manual reads
were leading to estimation of as much as 60 percent of their customer
bills, and only an 80 percent success rate with their actual reads, they
knew it was time to begin looking for a way to improve the efficiency of
their meter reading. In developing their business case for automated
meter reading (AMR), the City of Hamilton worked with Itron to ensure the
intended benefits of automation outweighed the cost of enabling the
technology.

Union Power originally planned to retrofit all of their existing meters with
radio-based endpoints. Although the retrofit process is quick and
reliable, UPC decided to do a complete change-out and install all new
solid-state electricity meters for use with Itron’s radio-based, drive-by
Mobile Collection System with GPS mapping functionality. Itron
CENTRON and SENTINEL meters offer UPC the flexible and reliable
communications needed to meet the technology standards they set for
themselves.

Home to 9.8 million people, Los Angeles County is the largest county in
the nation. Los Angeles County occupies 2,500 buildings for a grand
total of 60 million square feet of building space. L.A. County has an
annual operating budget of $16.5 billion with a utilities budget of $150
million. In early 2000, as the height of the energy crisis in California
came to a head, Los Angeles County became one of the first local
governments within the state to take a serious look at proactively
managing its own energy usage. With a total electric spend of $100
million, Los Angeles County needed a way to control its energy and
financial operations.

With the introduction of new technologies, Hydro-Québec needed to
develop new standards for approving meters to include meter
functionalities and meter accuracy. We found that with the increase in
complexity of metering equipment, the accuracy rate decreased.
We also had seen problems, for example with pulse outputs and radio
frequency fields.
